League Development Programme


An AFC development programme which focuses on strengthening leagues and clubs. Our vision is to grow and develop football with our MAs by improving the level of League and clubs management.


LDP Activities have included:

Presidents Initiatives


In 2014 the AFC introduced new projects designed to support our Member Associations in strengthening football in their countries.


Mini Pitch Scheme


This project is aimed to increase the number of facilities available for grassroots, player-development and football popularisation throughout

the Asian countries.


Project Details:

  • AFC Mini Pitch Partner will be appointed to construct the mini pitches;

  • Ideal

     locations for installation are Member Association technical centre,

    other venue owned or operated by the Member Association, schools or

    other location where the Member Association can manage usage and

    maintenance;

  • Each mini pitch will consist of playing surface (usually 40 x 20metres), surround walls, containing nets, mini goals and lights.


Mini Pitches offer many benefits to Member Associations:

  • Player development via small-sided games

  • Social and community benefits

  • Maximising limited land availability

  • Enhancing relationships with football stakeholders


Expert Pool


It is acknowledged that there is a need to provide expert human resource support when our Member Associations are working on major new projects or facing significant challenges. To help in these situations, we are introducing the AFC Expert Pool, through which internationally respected consultants will become available a full time employee of the Member Association for a period of two to four months


Member Associations can request a consultant for activities that are

central to their strategic goals or tackling issues identified by the

AFC. These activities might be:

  • Member Association administration

  • League administration

  • Football technical development

  • Marketing

  • Match day operations


Competitions Management System


The purpose of the Competitions Management Module is that the beneficiary AFC Member associations will have a system that allows

efficient management of the various competitions that are organized by Member Associations (MA) while allowing for collection of data on the

various aspects of a competition. Competitions and matches generate valuable data which if stored systematically and in a format that can be

 consumed by other interested stakeholders like fans, sponsors, media etc. and can provide for additional revenue.


Scheme Overview:

  • The system enables setup an efficient

    management of data for players, teams, tournaments and document

    management of all types and at all levels.

  • Compatible with AFCAS and FIFA Connect

  • Ability

     to integrate with various authentication systems such as, Member

    Association website, Facebook, Twitter, Google and so on.

  • Ability for fan engagement and commercialisation activities.


This system allows you to manage the following:

  • Competition set-up

  • Referee allocation

  • Select team line-ups

  • Manage disciplinary

  • Accreditation

  • Detailed results

  • Automatically publish to website


Live Streaming Platform


Scheme Overview:

  • Platform enables Member Associations to

    create, produce, protect, distribute and commercialise new video content

     for competitions that have not been distributed on TV

  • Platform to make Member Association-owned content available online

  • Live streaming and highlights with various features

  • Integration into Member Association website and social media platforms

  • Complete package: AFC to consider the funding of purchase of relevant equipment where required

  • The AFC will train Member Association staff on content creation, production and commercialise


Competition Fund


The Competition Fund provides a maximum contribution of $50,000 to provide additional equipment for teams of Member Associations which

either:

  • participate in AFC Finals for men’s age-group teams, all women’s team and all futsal teams

  • or, enter a team into a qualifying stage of an AFC competition for the very first time


The AFC offers dedicated help in the form of and not limited to:

  • Football equipment

  • Fitness equipment

  • Medical equipment

  • Sport science equipment

  • Video analysis equipment

  • Consultants or Coaches for assistance in Sports Science, Video Analysis, Fitness and Medical Science areas

  • Other resources to support national team/s


AFC Infrastructure Fund


This fund is designed for assisting member assosciations to improve football infrastructure which helps in football development. Member

Associations can utilise this fund for the following areas:

  • Floodlights

  • Scoreboards

  • Pitch maintenance equipment

  • Football-related infrastructure at a training/technical centre including seating solutions.

  • Fencing

  • Any other football specific infrastructure projects deemed to fulfil the guidelines of such projects.


Final Structure:

  • A maximum contribution of USD$300,000 from AFC per cycle (i.e. until the end of 2020)

  • Maximum on project per Member Associations per year

  • AFC

     will contribute a maximum of 75% of the total project cost (i.e Member

    Associations must part fund a minimum of 25% per project)


AFC Financial Assistance Programme


AFC Financial Assistance Programme (AFAP) provides financial

assistance to Beneficiary Member Associations for football development

and/or management activities.

  • Annual grant from the AFC to its Member Associations

  • 38 beneficiary Member Associations

  • Each Member Association receives a $250,000 grant for football administration, operations and development

  • 15% ($37,500) must be spent on women’s football

MA Strategic Planning


New AFC Development regulations require now AFC MAs to have a strategic plan in place before becoming a beneficiary of any AFC

Development programme.


Strategic Planning provides you with answers to 4 important questions:

  • Where are you right now? (Situational analysis)

  • Where do you want to reach? (Vision, missions, objectives)

  • What actions shall be taken in order to get us there? (Planning)

  • How do we make it happen? (Implementation)


The process:

  1. MA submits a letter to the AFC requesting assistance in drafting a Strategic Plan;

  2. MA appoints an officer responsible for drafting a Strategic Plan;

  3. AFC Mission to MA (guidance on drafting a Strategic Plan, conducting Situational analysis and presenting the findings);

  4. MA to draft the Strategic Plan and get it approved from the MA Executive Committee;

  5. MA to submit the Strategic Plan to AFC for review.


Follow-up process:

  • MA to follow-up the Strategic Plan

  • MA to conduct Strategic Planning annual review meeting

  • MA Executive Committee to approve changes

  • MA to submit updated plan to the AFC
